Newman (appointment in Political Economy, 1824-1839).\u00a0<\/em><\/p>\n<p><span style=\"color: #993366\"><strong>Samuel Phillips Newman and Bowdoin Economics<\/strong><\/span><\/p>\n<p>In 1824, <a href=\"https:\/\/digitalcommons.bowdoin.edu\/course-catalogues\/7\/\">Bowdoin was the first American College to officially introduce a faculty position dedicated to instruction in Economics<\/a> (or Political Economy, as it was then known).\u00a0 The University of Virginia in 1826, and Brown University in 1828, followed Bowdoin, when they added faculty slots in this field.<\/p>\n<p>Samuel Phillips Newman (1797-1842), a Harvard graduate, had been initially hired to teach language and rhetoric (<a href=\"https:\/\/books.google.com\/books?id=qjzmJbpNMhIC&amp;printsec=frontcover&amp;dq=corporations+maine+%22samuel+p.+newman%22&amp;hl=en&amp;newbks=1&amp;newbks_redir=0&amp;sa=X&amp;ved=2ahUKEwjG7MTLlbjyAhXuUN8KHSmdAVcQ6AEwBnoECAUQAg#v=onepage&amp;q&amp;f=false\">his popular textbook<\/a> in this area went through sixty editions), but he lobbied the College to show a commitment to Economics in the curriculum. As I pointed out in my book, \u201c<a href=\"https:\/\/global.oup.com\/academic\/product\/inventing-ideas-9780190936082?cc=us&amp;lang=en&amp;#:~:text=of%20disruptive%20technologies.-,B.,shapes%20the%20fate%20of%20nations.\">Inventing Ideas<\/a>,\u201d early Americans were heavily influenced by the work of Adam Smith, and Newman&#8217;s circle was particularly taken with Smithian analysis.\u00a0 Like much of New England, Brunswick was the locus of a take-off in manufacturing and technological innovation in the 1820s. Bowdoin affiliates were at the forefront of these entrepreneurial developments, and Bowdoin College itself can be viewed as an early \u201cinstitutional investor\u201d in corporate ventures.<\/p>\n<p>Passionate debates developed about economic ideas, and about whether imported theories from European thinkers like <a href=\"https:\/\/www.econlib.org\/library\/Enc\/bios\/Say.html\">Jean-Baptiste Say<\/a> and Smith applied to the New World.\u00a0 Scholars and intellectuals throughout the Northeast and South offered ad hoc lectures to meet this demand. Between 1820 and 1840, manufacturing productivity and innovation surged, triggering the unprecedented American era of industrialization that would ultimately transform the United States into the global industrial leader by 1870.\u00a0 Prescient observers realized that the ossified standard College curriculum, which largely produced lawyers and clergymen, was failing to meet the demands of a rapidly-growing economy.<\/p>\n<p>Newman helped to generate excitement about the ideas of free markets, patents, technology and economic growth, even before his 1824 official appointment to the newly-created position of Lecturer in Political Economy.\u00a0 His interest in the subject was demonstrably longstanding, as opposed to many of the dabblers who professed expertise in Economics. In 1820, he helped to found the <a href=\"https:\/\/catalog.hathitrust.org\/Record\/009726017\">Nucleus Club<\/a>, with an initial roster of around 90 influential members of Maine society.\u00a0 Newman was on the club&#8217;s Political Economy Committee, along with Robert Dunlap (Bowdoin Class of 1815, and later Governor of Maine), and other entrepreneurs and &#8220;venture capitalists.&#8221;<\/p>\n<p>Newman taught Political Economy before 1824, so the lectureship was most likely formally recognized because of the popularity of the topic.\u00a0 At the time, the curriculum was quite rigid, and all classes listed in the catalogue were required, but professors sometimes offered elective lecture series \u201con the side.\u201d The named lectureship in 1824, and the addition of Political Economy as a required class for all Seniors, was deemed &#8220;experimental,&#8221; and was certainly a risky and entrepreneurial move for the College. (Today Economics is no longer required at Bowdoin, although my own view is that Principles should be a prerequisite for voting in national elections.)<\/p>\n<p><strong><span style=\"color: #993366\">Freshman Courses in the 1820s: <\/span><\/strong><em>First Term. (<em>\u201cThe author has not deemed it expedient to embrace the opinions of any school of Political Economists. It will be found, however, that he is more indebted to A. Smith&#8217;s Inquiry into the Nature and Causes of the Wealth of Nations, than to any other work on this science.\u201d<\/em>) \u00a0Newman stressed equality of opportunity, which allows active entrepreneurs to acquire wealth, while creating positive spillovers for everyone in society: \u201c<em>A capitalist cannot employ his wealth productively, without benefitting the community in which he lives&#8230; he also gives profitable employment to its laborers, and he assists in bringing into successful action those productive powers, and sustaining those economical arrangements, with which the public prosperity is closely connected.<\/em>\u201d<\/p>\n<p><em>&#8220;So many are the circumstances to be taken into the account, in determining the question of investment, that neither an individual ruler, nor a public body of legislators, can advantageously judge. It is therefore wiser and safer, to leave the whole subject to those who are more immediately interested. The motive to seek after the most profitable mode of investment, is sufficiently strong in every breast; and where the minds of men are in some good degree enlightened, and knowledge is generally diffused, there will be no want of enterprise, or sagacity.\u201d<\/em><\/p>\n<p>The treatise promotes a modern approach to economic growth and innovation, underlining the role of individual incentives rather than government intervention.\u00a0 The influence of Adam Smith can be detected in the proposal that technological innovations are induced by profit opportunities.\u00a0 <em>\u201cThe immediate object of patent rights is remuneration for useful discoveries and inventions.\u201d<\/em> Newman argues that patenting will respond to expansions in market demand, and in the long run this is beneficial to both workers and owners of capital.\u00a0 Moreover, the Patent Office enabled new discoveries for better machines and tools that boosted agricultural productivity.\u00a0 <a href=\"https:\/\/www.amazon.com\/Democratization-Invention-Copyrights-Development-1790-1920\/dp\/052181135X\">The empirical evidence from my own research<\/a> confirms his perspectives on patenting, and his conclusion that <em>\u201cMore probably has been done in this way for the improvement of agriculture, in the United States, than in all other countries.\u201d<\/em><\/p>\n<p><strong><span style=\"color: #993366\">Breaking News: Bowdoin Economist Denounced by Karl Marx<\/span><\/strong><\/p>\n<p>Other economists like Amasa Walker of Harvard considered Samuel Newman\u2019s homage to free markets and individual enterprise to be among the best writings on the subject.\u00a0 The book was sufficiently successful as to draw the attention and wrath of Karl Marx! In his classic indictment of capitalism, <a href=\"https:\/\/www.google.com\/books\/edition\/Capital\/afUtAAAAIAAJ?hl=en&amp;gbpv=1&amp;bsq=newman\">Das Kapital,<\/a>\u00a0 Marx scathingly derided the \u201cchildish\u201d arguments of \u201cmodern economists,\u201d citing Newman&#8217;s<em>\u00a0Elements of Political Economy<\/em> to prove his point.<\/p>\n<p>Like most free market economists, Newman had a \u201crational heart,\u201d that was &#8220;full of sympathy for every form of suffering,&#8221; and committed to increasing social welfare through the most effective means.\u00a0 <a href=\"https:\/\/books.google.com\/books?id=ppagAAAAMAAJ&amp;pg=PA66&amp;lpg=PA66&amp;dq=%22education+in+maine%22+samuel+newman+winslow&amp;source=bl&amp;ots=m52lP1LOia&amp;sig=ACfU3U0e2BuAeCInrXK_rQut1hugFb4_Ug&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwjamPur9bbyAhVRU98KHZQPCdkQ6AF6BAgjEAM#v=onepage&amp;q=%22education%20in%20maine%22%20samuel%20newman%20winslow&amp;f=false\">Students appreciated his dedication:<\/a> \u201c<em>His genial, unaffected manners, his genuine sincerity and faithful discharge of duty secure the respect and confidence and affection of the students.<\/em>\u201d\u00a0 Longfellow and Hawthorne were deeply influenced by his teachings, and the latter even boarded in Newman&#8217;s house as a freshman student.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-512 aligncenter\" src=\"https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-300x185.jpg\" alt=\"\" width=\"365\" height=\"225\" srcset=\"https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-300x185.jpg 300w, https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-1024x633.jpg 1024w, https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-150x93.jpg 150w, https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-768x475.jpg 768w, https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-1536x949.jpg 1536w, https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/mass-hall-2048x1265.jpg 2048w\" sizes=\"auto, (max-width: 365px) 100vw, 365px\" \/><\/p>\n<p><span style=\"color: #993366\"><strong>Economics and the Common Good<\/strong><\/span><\/p>\n<p>Newman and his peers were not overly concerned about inequality of outcomes, <a href=\"https:\/\/catalog.hathitrust.org\/Record\/009722429\">but highlighted the need to find ways to increase opportunities for relatively disadvantaged students,<\/a> if economic growth was to coincide with advances in social progress.\u00a0 This was evident in his participation in the \u201c<a href=\"https:\/\/babel.hathitrust.org\/cgi\/pt?id=hvd.hn588d&amp;view=1up&amp;seq=33&amp;skin=2021\">Benevolent Society of Bowdoin College<\/a>,\u201d which provided supplies and interest-free loans to poor students, since 1814.\u00a0 In <a href=\"https:\/\/digitalcommons.bowdoin.edu\/cgi\/viewcontent.cgi?article=1005&amp;context=bowdoinorient-1870s\">1876, the <em>Bowdoin Orient<\/em><\/a> reminded its readers that \u201cMeritorious students with slender pecuniary means may receive considerable assistance from the College.\u201d As such, policies to promote open access to education regardless of income have been a defining feature of Bowdoin College for over two centuries.<\/p>\n<p>Today, Economics remains one of the most popular subjects at Bowdoin.\u00a0 As Samuel P. Shows that in 1824 Bowdoin was in the forefront of academic contributions to the field of Economics.<\/em><\/p>\n<p><span style=\"color: #800080\"><strong>Lectures and Lectureships<\/strong>:<\/span>\u00a0<a href=\"https:\/\/www.wm.edu\/as\/economics\/about\/history\/index.php\">William &amp; Mary<\/a> (WM) claims it was the first college to offer lectures in Political Economy,\u00a0 based on speculation that their Professors of Moral Philosophy \u201cmight\u201d have taught Economics.\u00a0 Ad hoc lectures were undoubtedly presented on related topics in a number of institutions for education during this period.\u00a0 However, the earliest documented source for WM, their <a href=\"https:\/\/digitalarchive.wm.edu\/bitstream\/handle\/10288\/13438\/19072825-College-of-William-and-Mary-Catalog-1829.pdf?sequence=1&amp;isAllowed=y\">Catalogue for 1829,<\/a> does not include a faculty position in Economics.\u00a0 Moreover, it just lists an eclectic class that seems to emphasize politics more than economics: \u201c<strong>Senior Political Course<\/strong> \u2013 embracing the Law of Nature and Nations, Government and Political Economy.\u201d<\/p>\n<p><a href=\"https:\/\/www.hetwebsite.net\/het\/schools\/harvard.htm\">Harvard\u2019s website<\/a> states that \u201cIn 1853, <a href=\"https:\/\/www.hetwebsite.net\/het\/profiles\/bowen.htm\">Francis Bowen<\/a>, a historian and philosopher, was charged with teaching the first courses in political economy for final year students at Harvard.\u201d This actually is not entirely accurate, since Harvard occasionally offered economics lecture courses since the 1820s.\u00a0\u00a0Thomas Cooper of South Carolina College in 1824 &#8220;<em>recommended&#8221;<\/em> they should introduce courses in Political Economy.\u00a0 Rutgers and <a href=\"https:\/\/elischolar.library.yale.edu\/cgi\/viewcontent.cgi?article=1010&amp;context=yale_catalogue\">Yale \u00a0similarly included classes in the subject in 1825<\/a>, but there was no specific professorship\/lectureship in the field.<\/p>\n<p>The University of Virginia in 1826, and Brown University in 1828 added faculty positions in Political Economy.\u00a0 \u00a0<a href=\"https:\/\/jstor.org\/stable\/10.2307\/60204431.\">NYU in 1831<\/a> identified Political Economy as one of the branches to which \u201cprofessors may be appointed.\u201d There is documented evidence that Columbia College created a position for an instructor of Political Economy in 1836.<\/p>\n<p><span style=\"color: #800080\"><strong>Treatises:<\/strong><\/span> Early treatises often included speculations by interested amateurs. Daniel Raymond, a lawyer, published <a href=\"https:\/\/books.google.com\/books\/about\/Thoughts_on_Political_Economy.html?id=2T1JAAAAYAAJ\">Thoughts on Political Economy<\/a>, in 1820.\u00a0 However, I give him a grade of D for his less-than-persuasive insights: \u201cAlthough [Malthusian] theory is founded upon the principles of nature, and although it is impossible to discover any flaw in his reasoning, yet the mind instinctively revolts at the conclusions to which he conducts it, and we are disposed to reject the theory, even though we could give no good reason.\u201d\u00a0 The most influential American economists at the time were arguably Henry Carey, (<a href=\"https:\/\/www.google.com\/books\/edition\/Principles_of_Political_Economy\/xYwfYXnq008C?hl=en&amp;gbpv=1&amp;dq=Principles+of+Political+Economy+carey&amp;printsec=frontcover\">Principles of Political Economy<\/a>, 1837-40), and Francis Wayland (<a href=\"https:\/\/www.google.com\/books\/edition\/The_Elements_of_Political_Economy\/bl8EAAAAQAAJ?hl=en&amp;gbpv=1&amp;dq=Elements+of+Political+Economy+wayland&amp;printsec=frontcover\">Elements of Political Economy<\/a>, 1837).<\/p>\n<p><span style=\"color: #993366\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"https:\/\/research.bowdoin.edu\/zorina-khan\/files\/2021\/08\/chapel-scaled.jpg\" width=\"211\" height=\"281\" \/>In sum, there is a great deal of uncertainty about priority in the <strong><em>teaching<\/em> <\/strong>of Economics courses in higher education in early America, but William &amp; Mary was certainly one of the first.\u00a0 The available evidence reveals no other <em><strong>dedicated<\/strong><\/em> <strong><em>faculty appointment<\/em><\/strong> at any highly-ranked College or University prior to 1824, when Bowdoin created the Lectureship in Political Economy that Samuel Phillips Newman held from 1824 to 1839.<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0Prof. Samuel P.
