The Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute) is seeking a skilled professional to serve as a Program Associate based out of our Tucson, Arizona office.  This job is a full-time, permanent, federal position in an Excepted Service Appointment.

We are looking for a dynamic, early career professional interested in the environmental, public policy, and conflict resolution fields.  The successful candidate will provide support for mediation, facilitation, or training services.  Projects often are complex and contentious, requiring independent thought and coordination.

The U.S. Institute is looking to fill this position by mid-January, 2017.  Applications will be considered on a rolling basis, with a deadline of January 3rd.  A position description, with required qualifications is attached. 

The U.S. Institute is part of the Morris K. Udall and Stewart L. Udall Foundation, an independent executive branch agency that promotes leadership, education, collaboration, and conflict resolution in the areas of environment, public lands, and natural resources.  The position is a Program Associate at a level of compensation and responsibilities comparable to a GS-9 with opportunities for advancement.  The successful candidate will be based in the Udall Foundation’s Tucson office.  Travel is required for this position (up to 5 days per month on average).

Introduction: Reporting to the Udall Foundation’s Director of Environmental Conflict Resolution, the Program Associate supports U.S. Institute for Environmental Conflict Resolution projects by working with Senior Program Associates, Program Managers, and Senior Program Managers on case management, assessment, contracting, client and stakeholder communications, meeting planning, and logistics. The Program Associate also supports management and organization functions of the U.S. Institute for Environmental Conflict Resolution Program (U.S. Institute).
Major Duties and responsibilities:
Support and assist Senior Program Associates and Program Managers to provide U.S. Institute services to include:
 Under the supervision of the Director for Environmental Conflict Resolution and the direction of Program Managers, independently perform general information intake; support the management of the Institute’s role in the contracting process for neutral selection; and support the management of the neutral contract, often for multiple projects simultaneously.
 With assistance and direction from Senior Program Associates, and often under the direction of Program Managers, the incumbent drafts Scopes of Work (SOW) and prepares both routine and complex budgets for projects and programmatic efforts for review, editing, and approval by the Program Managers. Budgets should reflect appropriate estimation of tasks, level of effort, timelines, costs, and milestones.
 Assist Senior Program Associates and Program Managers with case/conflict assessments by arranging interviews and summarizing the assessment interviews in order to draft findings and develop draft recommendations and reports.
 Under the supervision of the Foundation’s Director for Environmental Conflict Resolution, Senior Program Associates, or Program Managers, plan and facilitate small group discussions and caucuses as part of U.S. Institute projects.
 Summarize meeting discussions succinctly and accurately for Program Manager’s review and provide such summaries in a timely manner as directed after meetings.
 Manage logistics for large complex conflict resolution projects.
 Accurately implement federal and Foundation policies related to records management, personnel policies, data base management, and project administration requirements.
 Draft communications to be transmitted to contractors and project participants about meeting schedules, results, and follow up steps on a regular basis.
In addition, support and assist the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution program to include:
 Provide marketing support by developing and archiving PowerPoint presentations, assisting with the scheduling of marketing presentations, managing marketing materials through archiving and storing the materials, and attending conferences and meetings to staff Institute outreach activities
 Other duties as assigned.
 The position may involve some travel (up to 25% on average).
QUALIFICATIONS REQUIRED:
1. GENERAL QUALIFICATIONS
At least a Bachelor’s degree and 2 years’ experience in environmental, natural resources, or land use law, science, policy, or planning related to complex public policy issues, including at least one (1) year of experience comparable to professional standards of a Certified Associate in Project Management (CAPM) and demonstrable experience assisting with environmental project management, public policy negotiations, collaborative processes, or consensus seeking processes.
At least one (1) year of team leadership and facilitation experience
Demonstrated experience with organizational, administrative, financial, or project coordination.
Demonstrated flexibility and ability to work independently, while also capable of working collaboratively with a team to develop and carry out an overall program.
Excellent collaborative interpersonal skills.
Demonstrated ability to ensure administrative tasks and processes are completed in a timely manner.
Proficiency with databases, spreadsheets, research tools, online collaboration tools, and social media.
Experience with electronic tools for developing and tracking project budgets
Demonstrated excellence in both oral and written communication. (A writing sample is required.)

Smithsonian Environmental Research Center – “Adaptation in the sea: insights from marine invaders (Carolyn Tepolt, Smithsonian postdoctoral fellow)

Marine invasive species are both subjects and agents of environmental change. As subjects, they face novel selective pressures in new environments. As agents, they can profoundly impact the ecology and evolution of invaded communities.

In her talk, Dr. Tepolt will discuss examples of both kinds of adaptation in crab species, integrating approaches from ecology, physiology, and genomics. In the invasive European green crab, temperature appears to have shaped physiology and genomics in under 100 years. In the native white-fingered mud crab, an invasive body-snatching parasite impacts host populations very differently depending on their co-evolutionary history.

Carolyn Tepolt is currently a Smithsonian postdoctoral fellow, and will be starting as an Assistant Scientist at Woods Hole Oceanographic Institution in March.  She has a Bachelor’s degree from the College of William & Mary, a Master’s degree from the University of Otago, and a PhD from Stanford’s Hopkins Marine Station.

The Regional Greenhouse Gas Initiative (RGGI) is driving clean energy innovation in the Northeast while enabling states to achieve their climate goals cost effectively. 

RGGI’s market-based system reduces carbon pollution from power plants and invests its revenues for energy efficiency and renewable energy projects, including more than $50 million in Maine programs alone. These dollars leverage tens of millions more to help residents and businesses save money through weatherization and other improvements to their homes, buildings, and factories. 

RGGI’s nine states are currently reviewing the program and considering changes to further cut emissions by 2030. With the right policy framework in place, we can achieve significant emissions reductions while continuing to grow the economy and create jobs. With the wrong adjustments, we may fall further behind in developing the technologies needed to slow climate change, achieve energy security, and transform our economy. 

This forum examines RGGI’s cap-and-trade system and how it works; evaluates RGGI’s performance so far; looks at the role RGGI plays in achieving state greenhouse gas reduction and energy savings goals; and weighs revisions and alternatives for the future.

Fellowship: 2017 Switzer Graduate Environmental Fellowships (deadline 1/9/17)

The application process for the 2017 Switzer Environmental Fellowships is now open. Switzer Fellowships are given to top graduate students in New England and California who demonstrate outstanding leadership potential, and who are committed to a career in environmental improvement. The deadline for applications is January 9, 2017.

The fellowship provides:
– a one-year $15,000 cash award;
-access to other Switzer grant program and long-term career support, and
-membership in the Switzer Fellowship Network, an active and engaged community of nearly 600 environmental leaders in the U.S. and around the world.

In the spring of each year, up to three $2,500 scholarships are awarded by Friends of Chatham Waterways, Chatham, MA, to selected students in graduate school or entering their junior or senior year of college, and who are majoring in Environmental Studies, Environmental Management or a related field. The scholarships are exclusively for residents of Cape Cod, Martha’s Vineyard and Nantucket, or students who have graduated from a secondary school or college there.
